You can’t really quantify which is the best developer or agency. There’s a best developer agency for you. I’ll give an example.
If you’re a non-technical business manager and looking to create a platform that helps with productivity in your department, you’ll be looking towards an agency with lots of reputation. You will be less concerned with price, and more concerned with an agency that can guide your vision, is reliable, will meet deadlines, and ultimately will make it possible for you to justify your spend to upper management. You’re non-technical so you need their guidance on every step of the process.
If you’re a moderately technical business founder, you might look more towards freelance developers. You have less money to spare so can’t afford all of the overheads that an agency will charge you for. You have a rough understanding of how apps should look and feel so you know if your developer is bullshitting you. Your developer might not be great at designing themselves so you might commission a web designer separately and send the design for them to copy, or allow them to commission a design on your behalf and act as a middle man (I do both of these as I’m far more comfortable copying existing designs accurately rather than designing from scratch).
Meet a few agencies. Create a project scope (by yourself or with the help of the agency) and get a fixed budget. Know what you’re paying for and when it’ll be complete. The best agency depends on you and your situation, there’s no right answer.
