I see so many requests for these and so many offers of freelance to build them. Surely there’s not an actual need for so many. Looks like some kind of spam to me.

There is a need for them, a CAD/MDT system is used by Roleplay Communitties to search up civilian profiles, names vehicles and such for roleplay purposes. Some CAD/MDT systems, allow officers to write traffic reports, create warrants, and other things.
