How do I upload boundary data (polygons) as a layer?
Can I upload boundary data in KML format?
I see you have a draw tool? Can I create new boundaries?

We’re afraid that the current plugin functionality doesn’t support such features.

Using the “Draw polygon” action, you can draw polygons on the map, and use the related event “A polygon is drawed” for workflows.
