Account ineligible for app transfers. What does it means?

I’m getting the following message when I try to transfer an app from on account to another: “The account you’re attempting to transfer this app to is ineligible for app transfers. Please contact Customer Success if you have questions”. So, I’m not able to transfer any app to this client’s account and I have no clue why or how to make this account eligible (the app is still in the free plan).

I don’t know for sure but I wonder if it’s possible that accounts on the free plan cannot be transferred? I would recommend contacting to ask for help, they’ll point you in the right direction
