Create template program

Hi, I want to create a service where the admin user can create templates for their end users. The template would contain elements such as text, input fields, dropdowns, radio buttons, checkboxes. Does anyone know of any tutorials for this or what I should search for to find how to solve this.

The admin user will be able to click “add” to the different elements and the elements would be put in order based on what the admin user is adding on each stage, if that makes sense?
