Do a search for users within a distance from a list o locations

Pretty much what it says on the title. I have a list of users with their current location and a list of locations that varies (Ex: [Argentina, US], [New York City, Ridge, x]). How do I structure my search and, if necessary, my filters? (edit: to claryfy, I want to show all users near at least one of the locations on the list)
