Focused elements to interactively guide user

Hi together,

does anyone have an idea on how to build a focus on particular elements as shown in this image in a smart way? I’d like to create an easy walkthrough for my users when they onboard.

I’m aware that focus groups would work, but it seems rather tedious to build this, especially considering the bright focus on the focused element.
