Formatting one number as 24-hour time when the time is xx:00

I am currently creating a dropdown whose type of choices is a numeric range. The data for this numeric range is in minutes (e.g. 1440 minutes in a day so 14:30 would be 14*60+30 = 870 minutes) so an example range would be [870,930].

I am trying to display the min value of the range in 24-hour time format (e.g. [870,930] would be displayed as 14:30) but I am having an issue where if the time is 14:00 for example (or anything with XX:00) it will be displayed as 14:0 (XX:0)
