How to change width to percentage instead of pixel?

There used to be a way to switch widths from pixel to percentage. Is this gone now?

I can’t seem to figure out how to switch it.

Restore the browser zoom to 100%.

I think there are some elements that don’t give you that option. Which element is this? What is the parent element setting? What is the page setting?
