I was wondering if it is possible to create a very basic video creation tool where the user selects a static image and inputs text for each “slide” to create a short video that can be downloaded.

It is not possible natively. But you can set up the images and texts for each image etc and send these to a 3rd party api and get the result. Here is one example service that does this and provides an api: POST /v1/renders - Creatomate
