Shortlist - how to refer to a specific shortlist row

I have a short list. I am trying to figure out how to refer to a shortlist item.

I am “simulating” a drag-and-drop. For example in a shortlist of 2 items, I have 2 icons UP and Down per list item. If I am clicking on the UP icon in item 2, I want the current item to switch with the item above. What I am doing is to make Step id of Fromitem to the Step id of ToItem and vice-versa. I’ll keep pounding at this… but if you have ideas, please do share! Thanks.
