A proper menu with Reusable Element

Hello everyone…

I’m trying to do a menu that is called from the Header which is a Reusable Element
I’m facing an issue where I cannot scroll the menu. (Maybe because it is inside the Header)

Maybe it works if I place the menu on every page but the custom state doesn’t work well on RE.

Does anyone have any idea how to make a proper menu with Reusable Elements and to be scrollable?
