Can I make a mobile app using Bubble and how much would it cost?

If not, is there any other tool using which the Bubble web app can be converted into mobile app and how much would it cost?

You can build all the functionality for your mobile app using bubble.io. You cannot export your bubble.io app as a mobile app right now.
