When I open some text or button or group or any other command, the Collapse when hidden check box on the layout is checked. How can I uncheck it so that I don’t have to uncheck each command separately.

You can’t. It is defined by default.
It was unchecked by default. But now it is checked by default. For most people, checked by default is the preferred behavior.
