I would like to push another OTA here, but am out of live versions.
Which ones should I delete so that users who have versions 1.7.2 and 1.7.3 still can use the app without updating?

You an safely remove the last 1.7.2 live version because you have since done an OTA on that same build version. This means that any active users on 1.7.2 are most likely on the latest live version (the one linked to the OTA)
