My idea would be using Email and authentication devices (like Google and Authy).
Flow, I thought of two options: “Enable” and “Disable” on user access so he can decide.
“Enable”, goes to the screen that generates the QR code for registering on the authenticator device or sending emails with the code, which option is chosen (or both if possible)
The flow from there on that I don’t know how it could be done.
This might be an option in conjunction with the email verification.
