Extract URL or Download File from a list of files

Hi all, I have a little problem and I can’t find the solution.

Lets say I have a list of files. Each file has a filename like ‘1213134232 Test User 889923.pdf’. I would like to be able to search that list of files for keywords like ‘Test’, ‘User’ or ‘Test User’ and if the file is found either take the file’s URL and use it elsewhere or directly download the file via a link or button (this being preferable).

Any help would be greatly appreciated.
