This seems like it must be a bug. Why would there ever be a problem with a hypen/dash in a filename? That’s the preferred convention over underscores and/or spaces.
I ran into this when some of my images happened to have hypens/dashes in the filename. The URL on S3 has a different filename.

I’ve got config files that refer to the images so when users download them the config is broken because something on the server changed the filename.
