Create a backend workflow. This is your API / webhook. Then add the API details in your Payment gateway. Eg. Stripe will ask you which events you want to listen to (payment successful) and the webhook URL.

I feel you might have already tried that. So another thing is to listen to a database trigger in the backend, with same condition.
