How do i do a connect the dot type background like this site does

The background is probably a video or gif.
You can a video to your background in Bubble as well. Just click on the page to open up the action box, scroll down to the background area and select video from the drop down.
its not a gif, if you move your mouse, it reacts and connects to other dots and bubbles
