How to *create* a file?

Does anyone know of a way to create a file in a workflow, CSS specifically? (as opposed to uploading)

Based on what I’ve read in the forums and elsewhere I think my best bet is to use the API connector to create the file in S3 and send it back. I’m skeptical that this workflow even makes sense, This would be my first time using either so any advice or direction would be much appreciated.
