How to create a rotating banner/moving announcement bar

Hi guys,

I’m trying to create something similar to the “Free Domestic shipping on orders over $100” banner on https://kyliejenner.com/. Does anybody know a plugin which will allow me to add this type of rotating banner/moving announcement bar to my site?

Also, if not a plugin, would anyone know how to create this type of moving animation manually in the UI Builder?

Another solution which has worked well for me is ElementsSliderPro A, pretty easy to implement and edit.
