You can do it manually
There is no plugin?
You can use multi step progress bar plugin if you want something approximate with only the bubble. no link between bubbles. And no number in it.
But if you want the exact same thing as the screenshot then… manually 
Can be quite easy with some groups and some conditions for colors and numbers/check icons.
