In same timezone but times showing differently for user

I have a user who’s seeing and saving different times to what I can see. We are both in the UK.

The timings are showing as this for the user:

And I can see this:

I’ve confirmed she is in the UK and not another timezone.

Any ideas how/why this is happening?

Could a user’s device ‘location services’ being switched off make this happen?

As it’s showing it’s saving as 3.30pm but her device is showing 7.30am

This is beeing saved in frontend, correct?
