Looking for developer to help build out custom sales app

I’m looking for a developer who can help me build out an entire sales app. Some of the requirements:
User types - I need profiles for uploading and managing available SKUs (both in app and through CSV uploads), and profiles for filling out sales order
Linked seller and client databases, meaning each seller only has access to his own clientes. These barely change throughout the year
Screens for filling out sales order - need to be able to capture various details. We sell apparel, so the interfase is different if capturing pants (sizes are 28, 29, 30 etc) vs shirts (S, M, L)
Document with about 80% of user stories is already made.

Budget is around USD$1000
