Map displaying markers based on latitude and longitude

I’m building an app that requires map markers based in the ocean. This means that geographic position/location does not work. (Markers snap to the closest address on land.) In the web version, there’s Google Maps Extended, which makes it possible to have maps with markers based on latitude and longitude. Is there a solution for mobile?
