Can I move one of my websites over to another Bubble account?
I just did a transfer from a fellow dev. In the collaborator tab, there’s an option to transfer an app to someone else. There was no app plan (free) and was seamless.
I would assume a paid app will transfer as well though I’m not sure about how or when they will deduct from your card. Best to reach out to Bubble support for clarification if you’re transferring a paid app.

I am looking at both my paid site and free site and I am unable to locate a link to transfer. Can you be more specific where you are seeing it?
