Need help understanding how many workload units?

I’m trying to calculate how many workload units are used when a certain page is loaded.

There are two actions (underlined in blue) that use WU and at the bottom (underlined in red) it says “finished running workflow (used 4.22 WU)”.

Does that 4.22 WU underlined in red include the two actions underlined in blue? Is it a total of all the WU used? Or is the red completely separate from the blues?

If these actions are included in “page is loaded” workflow - their WU cost should be included in total WF WU consumption.
