When switching to responsive view some groups and pop ups are not displaying. I am currently doing the changes blind. Is anyone else experiencing the same issue? It’s not all groups but I can’t seem to figure out, even if I specifically select them, why they will not show up in responsive view.

Have you used the trick in chrome of opening the inspect panel?
You can drag it left to shrink and grow the screen width
