Plugin Installed, but doesn't show up under Plugins on button action

I’ve installed this plugin: free timer Plugin | Bubble

It shows on my Installed plugins but not when I try to add an action to a button.

Why? And how to fix it?

You probably need to put the element related to this plugin on your page. Once element is on the page, you will be able to see actions for this plugin.

This is a basic thing that you should learn first. What are elements? Where to find them? How to add them to a page?
