Ah, I see now — I was trying to delete the “Uncategorized” folder, which I now realize is the default system folder, so that’s why it couldn’t be deleted.
To be honest, this happened only because I’m still not familiar with the new workflow interface — I didn’t even notice I had an “Uncategorized” section, as all my actions were already organized into folders.
I don,t have any issue for that
Also, when you hover the folder, you should see three dots at the right to have a contextual menu (just before + to add workflow)

After watching your video, I tested with a newly created folder and it worked as expected. Thanks a lot for the clarification and the quick help!
It is a pet peeve, but I would love it if the Uncategorized folder didn’t appear if all workflows are categorized. We have become rigid organizers of WFs and even after we have put every WF in it’s proper home, there’s just this sad, empty folder lingering. Or at least let us rename it.
