Stars to sell off to one user and purchase back from another user

I can make a Zocdoc type application. However, I want to sell off Stars (like we find in games) to be purchased from me when Patient wants to take the appointment from the Doctor and pays in Stars online, which the doctor may redeem from me at a later stage.

Can you recommend some courses or any other thing that can help me out?

Kinda Like. but not as complex. Simple Stars which I can sell of at like 100 Stars for USD 5 and purchase back after use at a rate of USD 4 / 100 Stars.

You know when u play mobile games, they sell stuff like stars and all.
