Twilio - can this be done with Bubble?

I am planning out a project for a niche market and come across something this on the Twilio Blog which pretty much nails what I am looking to do:

Building a Chatbot with the ChatGPT API, Twilio Programmable SMS and Python

Its essentially a 2 way SMS communication using openAI to create the communication and plan a schedule.
