Two vertical scrollbars instead of one

So, I am working with repeating groups here. However, as you can see from the picture below, I get too scrollbars for the repeating group at the right.

I have observed this behavior even

before, and it has something to do with floating groups, but I can not nail it down yet. Does any of you have any idea why it is so?
