Unable to See Plugins API - Is It Due to My Trial Starter Plan?

The API for plugins is not visible. I am on the trial Starter plan. Could this be the reason?
Workflow > “click here to add an action” > plugins > “API Connector” not found.

The API calls will directly show up as actions to pick once you have initialized them and have them set up as Action (not Data)
