As far as I’m concerned, I haven’t seen any announcements for any Bubble conferences for 2024. There are however a few people who organized Bubble meet ups.
As for Bubblecon 2024, let’s wait for Bubble’s announcement 
As @ntabs mentioned, Bubblecon 2024 hasn’t been announced but there are a few other no code conferences that have dates already this year:
May 9-10, 2024 - No-Code Days in Miami, FL (Creatio)
October 9-10, 2024 - Daretable in NYC (Airtable)
October 16, 2024 - NoCode Summit in Paris, France
