When non of the items meets the data-source constraint in an RG

I have a repeating group with some constraints on the data-source, and when non of the items in the search meets the constraints condition, instead of showing an empty repeating group it shows ALL items from the data source.

Is that suppose to work like that? or im doing something wrong?
