Workflow Error Operation Timed Out App Too Busy (Sometimes?)

Has anyone experienced a workflow that times out with “Workflow error - operation timed out - app too busy”?

This happens to a scheduled recurring event when it’s set for the middle of the night with nothing else running, yet when I re-run it in the morning, it completes successfully. Why is this?

I’m not sure…I get these types of issues with api workflows a lot…sometimes it times out before the entire list is completed, other times it just stops and the list is only partially complete without any workflow error indication
