I have a workflow that keeps getting stuck on Step 12, but only in the live version. The workflow finishes running to Step 14 in the development version. How do I troubleshoot this?

One good approach to this kind of issue is start the workflow with debugger mode actived as step-by-step. So, you will be able to understand which conditional dosen’t work.
Check for each step the conditions.
Other nest practice in to use custom event to divide your workflow. Workflow with many steps and conditionals, usually, are more likely to have problems.
