Does this tool support me creating an application that only has free access to one part and the other part the user has to sign up to access?
If not, can I at least create an app that is 100% accessible by subscription only?

You can do what you described and even go further and create separate pricing tiers and these tiers might access different features of the app.
You can start the users in free tier and they can upgrade by subscribing in a stripe (or any other payment) subscription or one time payment.
I can go on and on but you got the point. Simply, you can do many things a custom software development can do. It all depends on your design.
