Adding a user from the "App Data" interface

Hi All,

My app doesn’t need an admin page currently. However, I would like to add users in a hardcoded matter, i.e from the “App Data” interface. What I want to do is to manually send the new user’s credentials (username and password) and he will login to the app with them.
Is it possible? I see the possibility from an action of a workflow, but I don’t have an admin page currently.
