Does an Agency account count as a collaborator? Is it possible to add an unlimited number of Agency collaborators to an app subscribed to any plan?

No, it doesn’t count as a collaborator.
I guess, you can add as many agencies to an app as you want.

I thought that was just the case for agencies and apps that they transferred.
