Is it possible to recreate this with bubble?
i would make it alot easier on yourself and grab a gif animation off google with that and use that as the dynamic marker in bubble.

make the blue semi trans parts be blue map colored semi trans?? 
In chrome I get no animations from the gif at all…
I do have a google maps plugin that could easily be tailored around your specific needs if you would prefer a custom solution. Atleast you would determine its use case so the features reflect your needs not the masses. PM me if your interested.
Maybe someone could build a javascript hack to lay a transparent animation over the same coordinates the map is displaying.
