I tried submitting my app after adding basic features such as login, a dashboard, and a contact form. However, Apple still rejected it. I was expecting approval since the app runs without issues, but they claim it lacks functionality.

Basic features like a login, dashboard, and contact form accomplish what for a user?
What does your app do for the user, and, is that working?
My guess is you’re jumping the gun and need to go back and finish creating your app so a user can actually get something useful out of it.
That’s a great point! I’ve noticed that many apps get rejected for not providing enough unique value. In your experience, what are some key features that help an app pass Apple’s review? Do they prioritize innovation, depth of functionality, or something else?

Apple probably rejected your app since there is not much difference between what your product is and a web page set up in the same way. You have to add value.
Advice? Add push notifications and you will almost certainly pass the revision.
