Authorizing private plugins to bubble user instead of an app

If not too difficult, could you add the option to authorize a private plugin for a bubble user (i.e. all current and future apps of a user). Currently it’s only possible to do this on a app-by-app basis.

Or be able to issue a key for the plugin to put into the app. Good idea, @gaurav.

it’s unfortunately not easy right now.
