Background of the page is always white

Even when I change the background of the page, if I scroll past the limits of the page, there is always a white section. How do I fix this? It shows up on mobile and desktop. I tried to get a screenshot. Hopefully this helps explain it. The second screen shot is showing that I have the highest level element which is the page itself set to a specific background

Is there another element on the page that might be white? Maybe the max height is set (and it probably shouldn’t)?
