Conditional workflow not working?

A little bit stumped. I was having issues with a conditional workflow, so opened up the debugger.

I get a true condition in debugger:

But when I hit Run Next, it doesn’t enter that workflow and runs the counterfactual workflow (condition not true) even though the debugger shows that condition is not met:

Has anyone encountered this before?

This first thing that comes to mind is if you’ve checked your privacy rules

Thanks for the recommendation @johnny - just confirmed there are no privacy rules that affect this workflow / the data within it.
