I would like to connect my application to a domain name, but when I go to ‘Domain/email’ in the Bubble settings, I see this: Custom domain cannot be used on public applications. Can anyone tell me how to do this?

Hello Eric,
I think You need to upgrade your Bubble plan to a paid version. Custom domains are only available for paid plans, not for public applications on free plans.
A public application is when you have set the Application Rights of your app to Everyone can edit/view
You should set it to Private by going to Settings → General → Application rights → Private
And yes, also, you would need to be on a paid plan as suggested by @jawadkhan200197
