How do I get the URL of the image that is uploaded to the database using picture uploader?

Which element you are using to fetch the URL, could you please share steps?
When you are dealing with a file or image just click on “more” after its “value”

The above window is irrelevant. It is an action that uses a field of type image.
When building expressions you can get to the url of a file or image stored in Bubble as shown.
