Hovering an element changes the properties of another element

Hello!
Is it possible to change the properties of an element when another element is hovered?
My example would be changing the zoom of a map when an element is hovered. What about changing a custom state when an element is hovered.
This pretty much is a mixture of workflow actions and conditional actions. I know bubble can handle both things, but it appears that these two functionalities cant be joined. Am I wrong?
