Is it possible to change the properties of an element when another element is hovered?
My example would be changing the zoom of a map when an element is hovered. What about changing a custom state when an element is hovered.
This pretty much is a mixture of workflow actions and conditional actions. I know bubble can handle both things, but it appears that these two functionalities cant be joined. Am I wrong?

That certainly is tricky!
There are a few different ways to do this. I hope this example can at least show you some examples on how it could work. The key is to use a group. Check it out:
